I know it's slightly late for new year's resolutions but what I think you meant to write was:

if I were an Institution that uses Shibboleth;
I’d migrate to shib 2
if I were a publisher who has implemented access management using Sibboleth;
I’d migrate to shib 2
if I were a publisher who has not implemented access management but said they would in 2010;
I’d go ahead and deploy shib or similar
if I were a member of JISC access management team;
I’d try and remember that pushing for the adoption of SAML and/or other standards, using whatever technology is appropriate for a particular institution, has much more long term value than pushing one particular piece of software (and is much more in line with what other parts of JISC do)

Sorry to sound like a stuck record :-(
