"Have we convinced ourselves that we live in a world of web services and cloud computing when the reality is very different?"

Don't think so. Speaking as someone who's inherited a couple of 'monolithic' services, the concepts of loosely coupled services and exploitation of the cloud are most certainly aspirational ones. I think we know we don't live in that world but if we're going to develop strategically then we must take stock of that world and direct our (re)development efforts accordingly. This requires agility and the ability to be flexible and change direction as we move forward as we must (something our funding arrangements can sometimes impede). It also requires consensus over the vision or the aspiration, and how we arrive at it.
